PRELIMINARY DRAFT of MINUTES
DATE: June 7, 2008 . From 9:00 - 10:20 AM
PLACE: DWP Building , 111 N. Hope Street , Auditorium, Level A
1. OPEN MEETING and INTRODUCTIONS began at 9:10 a.m.
a. Soledad counted 42 persons attended the meeting in the Auditorium
and a larger group (including many of those here) heard additional
comments by Mr. Nahai before the (concurrent) LANC Coalition Meeting.

2. MINUTES of the 03/01/08 MEETING were reviewed, corrected and approved.
3. NON-AGENDA PUBLIC COMMENTS / ANNOUNCEMENTS
a. KRISTINE ANTHONY ( Atwater Village NC ) suggested that the DWP HOLIDAY LIGHT
FESTIVAL (each December, Griffith Park ) be a “WALKING EVENT” with parking nearby,
arranged. Last Year 30,000 attended. NCs might hand out materials at the event.
4. EXECUTIVE BOARD REPORTS
a. Chairperson Soledad Garcia met with Nick Patsaouras, President of the DWP Board of
Commissioners. He invited the NC Representatives to participate in the DWP Oversight
Committees.
b. DWP Committee Sign-Up, Mailed. NC reps are requested to sign-up for their “favorites”
DWP Committee. Daniel Wiseman suggested that a lead-point entry to the Board of
Commissioners could be through the DWP Community & Customer Relations Committee.
c. DWP BUDGET is was made available on the DWP Website on May 17, 2008 as a Power-
point presentation of May 20, 2008 – send your comments and questions to Jack
Humphreville. (Also see Item #7, below)
d. Chairperson Garcia reminded us of the Motion made by DeDe Audet, seconded by Mary
Garcia and passed, UNANIMOUSLY, that the OSC deems Green Power and Conservation
To be significant programs. Notices, Documentation and Education Workshops on these
topics were requested.
e. Send your input to Soledad and DWP on any of these and other issues. MOU2 specifies
that the OSC defines the “Significant Projects” of the DWP. “Significant Projects” are
then referred to the DWP to begin the communications interactions. Some examples are:
- Green Power
- DWP’s FY2008-2009 Budget
- Rate Restructuring
f. Recent City Council & DWP activities have created 4 – 5 “Oversight Committees” in
addition to this (our) committee. DWP has an Infrastructure Oversight Committee (Nick
Patsaouras and Lee Alpert). LA City Council’s proposed DWP OVERSIGHT
COMMITTEE and LOW-INCOME OSC are not yet active. Chairperson Garcia
recommended that all NC reps contact their Council Members with their interest in
becoming members of the City Council’s Oversight Committees.
f. Research - IEA Up Date: The contract for the DWP Industrial, Economic & Administrative
(IEA) Survey is being reviewed by the L.A. City Attorney. Tentatively, this (roughly
$ 1,000,000) contract will be awarded to PA Consulting Group. For information on this
“vendor,” see their website ( http://www.paconsulting.com ). Therefore, the IEA Survey has
not begun, yet. This report was due 8 months ago (November 2007).
g. Our Website: dwposc.org – is active posting our agendas, minutes, many documents &
links. It was created & is maintained by our Outreach Chair, Daniel Villegas. A new link
has been set up for “internal” communications between OSC members.

i. Chairperson Garcia said that the OSC is linked to (as a sub-committee of) LANC Coalition
and that the NC’s advice & advocacy can be sent through the LANC Coalition. Jack
. Humphreville spoke in favor of OSC Representatives being the independent, active
advisors and advocates. The OSC participants working through the MOU2 represent the all
the NC STAKEHOLDERS of the City. Therefore, the NC STAKEHOLDERS include all of
the DWP’s owners/customers (and more).
j. Adjunct NC Status: The Executive Board has recommended that the OSC consider
creating an “ADJUNCT NC STATUS” to enable as-yet uncertified NCs (e.g. Voices)
and non-chartered NCs (e.g. Westwood, Brentwood & Pacific Palisades) to participate
in OSC/MOU2 activities. This would increase our coverage and outreach to all
communities and to allow all NCs and their STAKEHOLDERS to participate in the
NC-DWP MOU2.

5. Discussion of the MEMORANDUM OF UNDERSTANDING (MOU2)

7. Greg Black, DWP, presented part of a DWP Power-Point Presentation (The FY2008-2009

8. David Nahai, DWP General Manager-CEO, greeted the group and answered a few
Questions. He spoke of the many recent achievements of DWP (diminishing its “carbon
footprint,” Pinetree Wind, Mojave Solar Power installations, Lower Owens River Project,
etc.). He enumerated the multiple agencies and elected officials currently in place with
oversight over DWP. M any of the OSC members OSC left this OSC meeting to go to the
LANCC meeting and join many others to hear more from Mr. Nahai.
a. Both Candido Marez and Daniel Wiseman emphasized the need to improve relationships
between DWP and the NC Representatives.
b. Mr. Nahai mentioned a possible meeting of both groups’ leaders on June 28, 2008 .
c. Barbara Burke ( Studio City NC ) asked Mr. Nahai to reconsider including Studio City and
Toluca Lake among the “Zone 2” (“hot” zone neighborhoods) in the restructuring concept
10. ANNOUNCEMENTS
a. L.A. City Council ENERGY & ENVIRONMENT COMMITTEE (Jan Perry, Chair)
“may” meet on June 18, 2008 , at 9:00 AM , Room 1010, City Hall to discuss
DWP’s RESTRUCTURING PROPOSAL.
b. DWP’s Board of Commissioners meets on the first and third Tuesday of each
month, 15 th Floor, DWP Building , 111 N. Hope St .
